Abstract. Urban heat risk management is an urgent issue in Japan. Although it is difficult to evaluate heat risk at spatially fine scale due to measurement data restrictions, heat risk varies depending on the location of the people. As a first step of developing smart navigation system for managing heat risk, we try to evaluate personal heat risk by combining ground surface temperature observed from an aircraft and people location acquired from mobile phones at the same time. G star statistic is used to detect high risk areas considering instantaneous co-occurrence of high temperature distribution and walking people density.
